Minutes of the ANNUAL VILLAGE BOARD MEETING of the Board of Trustees of the Village/Town of Mt. Kisco held on Monday, December 5, 2005 at 7:30p.m. in the Frank J. DiMicco Board Room, Village Hall, 104 Main Street, Mount Kisco, New York.

Mayor Cindrich opened the meeting with the Pledge of Allegiance and asked everyone to reflect on why we are here and asked for guidance that the decisions we make tonight will benefit all the people of Mount Kisco.

Mayor Cindrich asked everyone to please keep in our prayers two Village employees Ed Sortelli and Pat Brown who were recently injured.

Resolution Adopting the Rules of Procedure

Mayor Cindrich made the following amendment to the Rules and Procedure under Regular Board Meetings paragraph 1 to read as follows: The Board of Trustees shall meet in regular session on Mondays every other week commencing the first week of January 2006 at 7:30pm.

Pursuant to the Village Code of the Village/Town of Mount Kisco, Bill Williams, Village Clerk, appointed Joann Cerretani as Receiver of Taxes.

Appointment of Deputy Receiver of Taxes

Pursuant to the Village Code of the Village/Town of Mount Kisco, Bill Williams, Village Clerk appointed Jacqueline Johnson as Deputy Receiver of Taxes.

Appointment of Deputy Treasurer

Pursuant to the Village Code of the Village/Town of Mount Kisco, Bill Williams, Village Manager/Village Clerk appointed Patrice Hogan as Deputy Treasurer.

Resolution Authorizing Town Prosecutor to Prosecute Offenses Against the Village Code

Motion made by Mayor Cindrich and seconded by Trustee Grunthal authorizing the Town Prosecutor to prosecute offenses against the Village Code, all in favor.

Resolution Designating Regular Meetings

Motion made by Mayor Cindrich and seconded by Trustee DiChiara hereby designates the regular meetings of the Board of Trustees of the Village of Mount Kisco to be held in the Frank J. DiMicco Room in the Village Hall at 104 Main Street or such other place as the Board shall designate on notice, on every other Monday commencing the first week in January 2006 at 7:30pm, except during the months of July and August and except if certain Holidays or other events preclude meeting on these dates, and that Special Meetings may be called by the Mayor or a majority of the Board in accordance with the Rules and Procedure, all in favor.

Trustee DiChiara said that he will be voting against this resolution because he is very disappointed with the Journal News because they rarely come to meetings or include any stories of Mount Kisco in their newspapers.

Mayor Cindrich said that Cablevision News 12 also does not seem to focus on the good things that happen in Mount Kisco does, but rather only the bad things. Mayor Cindrich said that there have been exceptional events that have taken place in Mount Kisco and there hasn't been any coverage. Mayor Cindrich said that only when something is controversial or has a negative impact on the Village, news 12 is quick to be here.

Resolution Designating Bank Depositories

Motion made by Mayor Cindrich and seconded by Trustee Grunthal hereby designates the Bank of New York, JP Morgan Chase Bank, Bank of America/Fleet Bank, Citibank, Key Bank, Hudson Valley Bank, Wachovia Bank Commerce Bank, Mahopac National Bank and M&T Bank as Official depositories of Village funds and that the Village Treasurer is hereby authorized to deposit Village funds, at his discretion with these depositories, all in favor.

Resolution Approving Reimbursement for Use of Personal Automobiles

Motion made by Mayor Cindrich and seconded by Trustee Griffin, Jr. hereby approves the reimbursement to officers and employees for use of personal automobiles in performance of official duties to be paid at the rate of thirty-five (.35) cents per mile only when a Village Vehicle is not available, all in favor.
