Minutes of the ANNUAL VILLAGE BOARD MEETING of the Board of Trustees of the Village/Town of Mt. Kisco held on Monday, December 4, 2006 at 7:30p.m. in the Frank J. DiMicco Board Room, Village Hall, 104 Main Street, Mount Kisco, New York.

Mayor Cindrich opened the meeting with the Pledge of Allegiance and asked everyone to reflect on why we are here and asked for guidance that the decisions we make tonight will benefit all the people of Mount Kisco.

Mayor Cindrich asked everyone to please keep in our prayers all those that our serving our county overseas during this holiday season.

Mayor Cindrich administered the Oaths of Office to the recently re-elected Trustee's Peter Grunthal and Peter DiChiara.

1. Resolution Adopting the Rules of Procedure.

Motion made by Trustee Markus and seconded by Trustee DiChiara. hereby adopting the Rules of Procedure, all in favor.

2. Resolution Adopting the Procedure for Appointments to Boards, Committees and Commissions of the Village of Mount Kisco.

Motion made by Trustee Markus and seconded by Trustee DiChiara hereby adopting the Procedure for appointments to Boards, Committees and Commissions, all in favor.

3. Appointment of Deputy Mayor for the current official year.

Mayor Cindrich appointed Peter DiChiara as Deputy Mayor for the current official year 2006-2007.

4. Appointment by the Mayor of Village Attorney, subject to the approval of the Village Board.

5. Appointment by the Mayor of Counsel to the Planning Board, subject to the approval of the Village Board.

6. Appointment by the Mayor of Counsel to the Zoning Board of Appeals, subject to the approve of the Village Board.

7. Resolution by Village Board, pursuant to Section 4-402 of the Village Law, authorizing the Village Clerk to appoint a Deputy Village Clerk.

Motion made by Trustee DiChiara and seconded by Trustee Grunthal authorizing the Village Clerk to appoint a Deputy Village Clerk pursuant to Section 4-402 of the Village Law, all in favor.

8. Pursuant to Section 4-402 of the Village Law, the Village Clerk hereby appoints Paula Maiorano as Deputy Village Clerk for the current official year.

Pursuant to Section 4-402 of the Village Law, James M. Palmer, Village Clerk appointed Paula Maiorano as Deputy Village Clerk for the current official year.

9. Pursuant to Code of the Village/Town of Mount Kisco the Village Manager hereby appoints Joann Cerretani as Receiver of Taxes for a two year term.

Pursuant to the Village Code of the Village/Town of Mount Kisco, James. M. Palmer, Village Clerk, appointed Joann Cerretani as Receiver of Taxes for a two year term.

10. Pursuant to the Code of the Village/Town of Mount Kisco the Village Manager hereby appoints Jacqueline Johnson as Deputy Receiver of Taxes.

Pursuant to the Village Code of the Village/Town of Mount Kisco, James M. Palmer, Village Clerk appointed Jacqueline Johnson as Deputy Receiver of Taxes.

11. Pursuant to the Code of the Village/Town of Mount Kisco the Village Manager hereby appoints Patrice Hogan as Deputy Treasurer.

Pursuant to the Village Code of the Village/Town of Mount Kisco, James M. Palmer, Village Manager/Village Clerk appointed Patrice Hogan as Deputy Treasurer.

12. Resolution Authorizing Town Prosecutor to Prosecute Offenses Against the Village Code

Motion made by Trustee DiChiara and seconded by Trustee Griffin, Jr. authorizing the Town Prosecutor to prosecute offenses against the Village Code, all in favor.

13. Resolution Designating Regular Meetings

Motion made by Trustee DiChiara and seconded by Trustee Griffin, Jr. hereby designates the regular meetings of the Board of Trustees of the Village of Mount Kisco to be held in the Frank J. DiMicco Room in the Village Hall at 104 Main Street or such other place as the Board shall designate on notice, on every other Monday at 7:30pm, except during the months of July and August and except if certain Holidays or other events preclude meeting on these dates, and that Special Meetings may be called by the Mayor or a majority of the Board in accordance with the Rules and Procedure, all in favor.

14. Resolution Designating the Official Village Newspaper

15. Resolution Designating Bank Depositories

Motion made by Trustee Grunthal and seconded by Trustee DiChiara hereby designates the Bank of New York, JP Morgan Chase Bank, Bank of America/Fleet Bank, Citibank, Key Bank, Hudson Valley Bank, Wachovia Bank Commerce Bank, Mahopac National Bank and M&T Bank as Official depositories of Village funds and that the Village Treasurer is hereby authorized to deposit Village funds, at his discretion with these depositories, all in favor.

16. Resolution Approving Requests for Attend Conferences and Seminars

Motion made by Trustee Grunthal and seconded by Trustee DiChiara hereby authorizes the Village Manager to approve employee requests to attend professional in State development training conferences and seminars, all in favor.

17. Resolution Approving Reimbursement for Use of Personal Automobiles

Motion made by Trustee Griffin, Jr. and seconded by Trustee Markus hereby approves the reimbursement to officers and employees for use of personal automobiles in performance of official duties to be paid at the rate of thirty-five (.35) cents per mile only when a Village Vehicle is not available, all in favor.
