Meeting called to order at 7:30 pm, Wednesday October 17, 2007, at the Municipal Building Mount Kisco, New York.

Chairman Kelly: This meeting of the Architectural Review Board of October 17, 2007 is now called to order.

Giuseppe Diaco, representing the applicant
Giuseppe Diaco: I am speaking on behalf of the owner tonight. This is a new business and all we are doing is replacing an awning that exists. Page 2 is the original awning. Everything we are doing is exactly the same. WE are using the same frame that exists. All we are changing is the name and we are making the color of the awning a little brighter. The next page is our design, and the writing is a little different. The next page is a sample of the fabric. The name change will be “Ruby”. The other pictures show the height from the ground. There are also a few other pictures of the neighboring storefronts. The previous business was owned by a man so it has been difficult bringing business in. Once they realize it is new owners we are hoping business will improve. This business is mostly woman patrons, but we do have some men that come in. The reason for the color change is to show that it is a new business. We have painted and remodeled the inside. There are a lot of delivery trucks that stop right in front by the hydrant, which is another reason for the color change. This is not much different from the existing.
Anne Houck: You know that you are going to have a new building across the street?
Giuseppe Diaco: Yes and we are hoping that will bring more business.
Anne Houck: The neighborhood is getting nicer.
Giuseppe Diaco: It has been very hard to bring in customers. This will be a major improvement. Everything inside looks beautiful.
Anne Houck: How close is the color that you are planning that you gave a sample of to the awning on your neighboring business, the Wine Boutique?
Giuseppe Diaco: It is lighter than the original awning, but not much different than that, maybe a shade lighter. That is a little brighter than maroon.
Bruce Hartleben: What is the overall height of the letters?
Giuseppe Diaco: The Nail and Spa would be smaller.
Anne Houck: It says here 12” for Ruby and 10” for Nail and Spa.
Bruce Hartleben: Is it the same font?
Giuseppe Diaco: This is the design that the owner selected. Solid lettering in white. We are trying to soften the image a little bit.
Anne Houck: Is there any lighting?
Giuseppe Diaco: No.
Bruce Hartleben: Same frame?
Giuseppe Diaco: Yes.
Anne Houck: I motion that we approve the signage change as presented.

Arlene Avidan: I am representing the applicant and tonight we would like to present a small addition to their existing home 200 sq ft in the back and 100 sq ft in the rear. I have the renderings of the proposed addition. I would like to start you with what the house looks like now. I don't think that the owner would disagree that it is in need of at least a face lift. This is the front faade which faces Lafayette. It is a ranch style one story and very low attic. The idea to occupy the attic would be difficult and you would have to build a new roof. (Viewing of the plans) We looked at creating a small addition here. This is on a corner a three sided corner. There is a small enclosed porch that we propose to tear down because it's not insulated correctly and fairly small. We would like to increase the size of that with a similar roof line. We would keep the garage as is and through out change all the windows. Take out the stone in front and the siding to match the existing cedar shakes and paint and clean up the trim. The proposal for the front and this is the rendering. The entry is here and when one enters the house they enter into a more private part of the house. We want to take the entry and create a promenade into the house that goes into a causeway and bonus room right here which would be used as a study. The sleeping quarters this would be on this side would be more private. That was a deep flaw of the house. As you can see there is an open porch right here and we would enclose that and increase the size of the bedroom. By creating this push out on the front we also propose to push the living room out to create a bay, to bring more light into the space. To have the whole flow make more sense. Here are the color renditions. I brought some updated plans here. We decided to separate the windows so these two pieces of the faade would compliment each other. This shows the elevations. This would be the back where we would be increasing to a better size family room and keeping the slope of the roof the same. You cannot see this faade; it is next to this side of the house. These are existing window and the new door out to the patio. This would be the facade at the garage. The materials are going to match the existing cedar shakes. You have the photos of the neighboring homes. We have 2 sets of the paint colors. The front door will be stained the darker blue along with shutters.
Chairman Kelly: The shutters are simulated or real?
Arlene Avidan: They are going to be louvered painted. They are not going to be plastic.
Chairman Kelly: The windows in this rendering and I noticed on the construction drawings that I assume are encasement?
Arlene Avidan: Encasements are here in the front and there are some replacements and those would be double hung.
Chairman Kelly: Those casements meet egress; they appeared to be small and not 5.7. There were no sizes here.
Arlene Avidan: The casements here would meet the egress the replacement window…
Chairman Kelly: I am more concerned about the addition portion.
Arlene Avidan: These 2 casements would meet the requirements. The size of the addition could not merit the double hung here. The color of the house would be a light gray and the shingles would be dark gray and a white trim. We are proposing Anderson 400. We want to keep it very user friendly.
Chairman Kelly: The roofing?
Arlene Avidan: The roofing would match. I have a roofing board here. The existing color is around the slate blue. We are not replacing the main roof. We will match the roof in the front and the back. Any repairs that need to be done we will take care of. If we could not match the color we would have to retile it. It looks like it would be doable.
Bruce Hartleben: The three windows on the left side they are equally spaced?
Arlene Avidan: They are equally spaced on the outside. They fit into the interior where on is in a master bath and the other two are in the bedroom.
Bruce Hartleben: It does not look like equal spacing on this drawing.
Arlene Avidan: Because the roof line is very wide.
Chairman Kelly: The only esthetic question I have you went through all this work and there was no covering at the front entry.
Arlene Avidan: We are bound a bit by the set back. This is a very small room as it is. To bring it out we did not want to go for a variance. One of the things we can do is to bring the door in a bit. It would not be a huge protocol. We need to keep this as the setback line.
Anne Houck: I make a motion that we accept the plans as proposed.

John Oliva: Can we work with the faced piece together with the signage?
Chairman Kelly: Yes.
John Oliva: What I had proposed was a terra cotta, but we have changed it to a burgundy.
Leslie Lampert: I am the owner of Ladles of Love, now we are opening a caf.
Frank Amberosino: can start by introducing you to the changes to the faade. The rear faade is based simply on esthetics. The front faced the entrance need to be changed. The door has been moved to the right due to functional planning changes to the space. With that we have embellished the emoluments with composite or wood pilaster. The rear elevation will be a new door and canopy and a decorative fan lighted window which will have a planter in front of it. We are using some aluminum siding and painting it. It is just a decorative window.
Chairman Kelly: In the front it is the same front storefront frame and then in between you is male mounting…
Leslie Lampert: We moved the door. The door was originally in the right quadrant. WE moved it over so the customers when they come in go in like this. (Refereeing to plans) Although the pilasters exist and they are metal.
Chairman Kelly: So you are applying in this case so it looks like wood.
Leslie Lampert: Correct. This copper tone color will look like wood. The interior will be the straw color and the trim will be the burgundy color. Chairman Kelly: You are installing some new lights on the pilasters.
Leslie Lampert: What I did with that I want to respect what was next door at the bank, so I tried to find something in my decorative objective and also match what they have done there. This is a template of what I have chosen. These are brass.
Chairman Kelly: The signage on the parfait?
John Oliva: The signage on the front will be in the same area. This is 16”. The existing letters before is about 12” which is what we would want to do overall from the top to the bottom. We would use inch acrylic and painted burgundy. The rear awning is drawn on there. The dimensions are correct on this drawing except for the color. (Viewing of the drawings) The lettering here is going to be straw which is an ivory color.
Anne Houck: This is a reverse of the other side.
John Oliva: I submitted this drawing to show that we would like to use a valance. There are two ways to make a canopy. This one is vinyl and this has no valance at the bottom. I would like to do a little cut out and use that straw color on the trim.
Anne Houck: The valance will be straight and not scallop?
John Oliva: I do want to do the scallop. I think that it would be more appropriate.
Chairman Kelly: The exterior color of the whole and rear is going to be painted straw.
John Oliva: The awning will be burgundy with straw lettering in the rear and the walls will be straw.
Chairman Kelly: This is just a simple glass French door.
Leslie Lampert: It is mahogany. (Viewing of the plans)
Chairman Kelly: The supports for the awning?
John Oliva: They are steel.
Chairman Kelly: What color?
John Oliva: They are neutral silver.
Chairman Kelly: How far out is the canopy sticking?
John Oliva: Six feet.
Leslie Lampert: It is not far because it goes out to the parking lot. Kevin Kelly: You are going to match the lights for the front and rear. Leslie Lampert: Yes.
Anne Houck: I don't know if this is pertinent. I remember a plan that came before us for next to the HSBC bank. There was going to be some development over there. That was approved?
Nancy Placona: The ARB saw it as a conceptual but did not approve it. They have not gone through the Planning Board.
Bruce Hartleben: The outside of the rear you are changing to stucco?
Leslie Lampert: Yes.
Austin Cassidy: Just for the accuracy of the plan for the record. The new wood entry is not before the board?
Frank Amberosino: Correct.
Leslie Lampert: We will talk about that next year.
Anne Hock: Austin can you clarify?
Austin Cassidy: If you look at the plot plan you will see an independent garden structure. I just wanted to clarify that this was not before you.
