ARB Minutes 5-21-08Minutes Architectural Review Board Village/Town of Mount Kisco Wednesday May 21, 2008
Meeting called to order at 7:30 pm, Wednesday May 21, 2008, at the Municipal Building Mount Kisco, New York.

Chairman Kelly: We have been informed as of today that we have a minimum 90 day moratorium to review the new sign regulations. As a result we cannot approve any signage going forward until the 90 day moratorium has past. We can approve architectural changes, modification, new structures, but not signage. As a result our first applicant 1-800-Mattress is to be tabled until such time the moratorium has been lifted. It should be noted for the record they would be the first applicant to be seen under the new ordinance. We are sorry to inform you of this but we are just finding out about it this evening also.
Paul Josephson: We are sorry too. We are having a hardship and having difficulty getting customers to the store. This is a true statement. It is worse than before. We have talked about the signs in the front and how the cars go by. We have a store in Scarsdale and a gentleman that works in that store and that is one of our most successful stores. He ended up buying a Toyota from Mt Kisco, which is a couple of blocks down the street. He and his wife decided they were going to stop by the store before picking up the car. They could not find the store and drove right past. Of course the people in the store stated that they were waiting for the sign to be approved on the side. The gentleman replied that it would certainly help in finding the location. We all agree that the sign would make a difference. Now here is someone that knew the sign existed and knew where he was going went right by. Signage is important.
Chairman Kelly: I would suggest you get a hold of the new regulations and see how you can work with them.

1. Charisma Holding Corp Case #ARB08-17 19 Kensico Drive Façade/Awning/ Mount Kisco, New York 10549 Door
Chris Pelella, Sullivan Architect, representing the applicant
Chris Pelella: I am representing Charisma Holding, and I don't know if the board remembers that we were here last year and we received approval and received a building permit. Since construction began we would like to make a couple of changes. We are in need of some mechanical equipment on the roof, so I am here to review that. It is some HVAC equipment. Also the applicant would like to change the stucco material from a scored brick and brick colored surface to a scored limestone surface. So the color changes slightly. I will also mention that we are here to change the awning color and for the record the emblem was approved in a prior application. The emblem is not changing just the color is changing.
Chairman Kelly: Let's address that issue first. Obviously you were approved with the maroon. Is the maroon up?
Chris Pelella: Yes.
Chairman Kelly: You talked to your applicant about putting that up and coming back to this board as a second submission or it might be an administrative change at that point. Let's talk about the air conditioning. We do require screening. So you need to describe what is going on. You can't just put the equipment up on top and have it sit there.
Chris Pelella: We looked at screening and we thought that would bring more attention to it because of the size of it now. It is just a small piece of equipment and I have some pictures. It is not noticeable from both directions on Kensico. I would like to note in the pictures that the building across the street with the same equipment not screened.
Chairman Kelly: New equipment and previous applicants we have requested screening. They are going to be required to screen.
Chris Pelella: I thought we were going to paint it the stucco color to match, it would almost disappear.
Chairman Kelly: How do the other board members feel?
Anne Houck: I thought we agreed that it would require screening.
Chairman Kelly: I think that this is an improvement. Refresh my memory; last time did we have that arch?
Chris Pelella: Yes. The first application we did not have it but we came back with it.
Chairman Kelly: Basically the only change is the base, changing the brick look to a scored limestone color.
Chris Pelella: These are the samples.
Chairman Kelly: I think that it is a much richer look. Can we get a motion?
Anne Houck: I move that we accept architectural façade changes as presented. We stipulate that the rooftop equipment be screened and we approve the application as amended.
