DESCRIPTION OF SERVICES

The Finance Department of the Village/Town of Mount Kisco provides for the administration and management of the Village/Town's finances and financial services, including the following:

Treasurer's Office

  • cash management and investments
  • financial accounting and reporting
  • assisting with the preparation of the Village/Town budget
  • budget control administration
  • accounts receivables and payables
  • payroll processing
  • employee/retiree benefits management
  • capital project monitoring
  • auditing
  • debt administration

Receiver of Taxes Office:

  • property tax billing and collection
  • water and sewer utility billing and collection
  • sale of parking permits
  • sale of miscellaneous licenses/permits (recycling, boating/fishing, dog)

Registrar of Vital Statistics Office:

  • issuance of birth and death certificates
  • issuance of marriage licenses

In addition to various laws, rules and regulations, the Village/Town has adopted a set of financial policies and goals to ensure the continuous and consistent application of conservative financial principles.  The Village/Town's Finance Committee acts in an advisory capacity to the Board of Trustees, reviewing and commenting on the Village/Town budget and emerging financial issues.  The Treasurer and Deputy Treasurer serve as Finance Department liasons on the Finance Committee.  In 2005, the Finance Committee prepared the financial policies and goals document.

The Village/Town's fiscal year is June 1 through May 31.  The Village/Town's books of accounts are maintained in accordance with generally accepted accounting principles (GAAP) for various funds and account groups.  The Finance Department publishes several financial reports, all of which are available for review at Village Hall, 104 Main Street, Mount Kisco, New York.
